CHESHIRE, OH--American Electric Power, accused by the Environmental Protection Agency (EPA) of violating the Clean Air Act and the target of complaints by residents of this southeast Ohio village, is solving some of its problems by buying the entire hamlet, while disputing EPA's charges.
In a deal believed to be the first of its kind, more than 200 residents will pack up and leave, taking with them checks for about three times the value of houses they probably couldn't have sold anyway. In return, they agree not to sue the power company for property damage or health problems.
