DALLAS _ Historic moves in figure skating head the agenda when the International Skating Union begins weighing several reform proposals at its congress in Kyoto, Japan, on Monday.
But since the pairs judging fiasco at February's Salt Lake Olympics, skating veterans have pointed out an extraneous element in ISU president Ottavio Cinquanta's proposal. Cinquanta, a powerful International Olympic Committee member and a former speedskater, contends that figure skating needs a new judging system and a completely different scoring methodology.
