SACRAMENTO, Calif. _ For Sen. Steve Peace, the San Diego Democrat who heads the Senate Budget Committee, California's burgeoning budget deficit elicits a feeling of deja vu.
With fiscal forecasters now estimating the state will face a shortfall of more than $10 billion next summer, Peace recalls 1991, the last time an economic downturn socked the state. Lawmakers that year had to bridge a gap of $14 billion, one-third the prior year's general fund.
"The speed of the deterioration, that's the major similarity here," Peace said this week.
As Gov. Gray Davis gathers top business and political leaders Friday for an economic summit, one thing is clear: Turning around California's economy is crucial if lawmakers want to avoid raising taxes or cutting vital programs, such as education or law enforcement.
