WASHINGTON_House negotiators reached agreement Monday to give the Bush administration many of the tools it sought to investigate the Sept. 11 terrorist attacks on the World Trade Center and the Pentagon, but only for two years.
The deal is designed not only to give the White House broader powers of investigation but also to quell the fears of critics who believed the administration's initial proposals might have infringed on civil liberties. The legislation is expected to be introduced in the House on Tuesday, while the Senate is working on its own package.
