Jul. 31--The Spokane City Council narrowly approved an $800,000 loan to the agency that runs the River Park Square parking garage Monday, despite the threat of a veto by Mayor John Powers.
After a long and often raucous council meeting punctuated by applause and catcalls, Councilman Dean Lynch cast the tiebreaking vote in the 4-3 decision.
Lynch joined Council President Rob Higgins and council members Roberta Greene and Phyllis Holmes in approving the loan.
