FREMONT, Calif. _ An Alameda County Grand Jury report released Monday blasts the Oakland-Alameda County Coliseum Authority as "dysfunctional" and says its leaders are so preoccupied with litigation that they haven't spent enough time operating the facilities.
Not only has legal wrangling dominated board meetings, but "political agendas cloud the decision-making process" and take the focus away from dealing with tenants, according to the grand jury's final 2000-2001 report.
