After the Supreme Court ruled in June that U.S. borders could be opened to Mexican trucks without an environmental impact study, it looked as if the last barrier to freer cross-border trucking had been removed.
But another potential roadblock was put into place last month by the House of Representatives, which overwhelmingly voted to prohibit the Federal Motor Carrier Safety Administration from carrying out a portion of its proposed rules for allowing foreign-made trucks to enter the U.S. from Mexico or Canada.
