Jul. 12--TRINIDAD, Colo.--A number of downtown Trinidad businesspeople don't think Las Animas County Assessor Dan Espinoza fairly applies state-mandated standards to their assessments.

They call his actions unfair and occasionally outrageous.

But when several Trinidad businessmen took their assessment complaints to the state Division of Property Taxation in Denver, the agency ruled that Espinoza's county and city property assessments were well within state law and guidelines in determining local market conditions.
