Sen. John Kerry first jumped into the debate over the migration of jobs overseas by blasting what he described as ``Benedict Arnold'' CEOs. It was a simplistic, populist message that raised fears of protectionism.
Now Kerry has a substantive plan for dealing with offshore outsourcing that centers on corporate tax reform. It's a thoughtful, balanced proposal that should put protectionism fears to rest. And there's plenty in Kerry's plan that an export-dependent Silicon Valley ought to like.
