The U.S. Senate approved legislation last week that would make it a separate crime to injure or kill a fetus during a federal violent crime committed against a pregnant woman, upsetting critics who say it's an attempt to erode abortion rights.
The Unborn Victims of Violence Act passed the Senate in a vote of 61-38. President Bush, who has said he supports the measure, is expected to sign it into law.
"Pregnant women who have been harmed by violence, and their families, know that there are two victims _ the mother and the unborn child _ and both victims should be protected by federal law," President Bush said in a statement issued last week.
