MOSCOW _ Mikhail Fradkov, a little-known bureaucrat who once headed the feared Russian tax police, was selected by President Vladimir Putin on Monday as the country's new prime minister.
Fradkov, 53, a specialist in foreign trade, has held various senior posts under Putin, although he has never been seen as part of the president's inner circle. For the past year he has been stationed in Brussels, Belgium, serving as Russia's representative to the European Union.
The selection followed Putin's surprise dismissal last week of the previous prime minister, Mikhail Kasyanov, along with the entire Cabinet.
