May 13--From the day David Gartzke assumed leadership of Allete in 2001, he has talked about "unlocking the value" of the Duluth-based company, and the same subject surfaced as the recurring theme of an address he delivered Tuesday.

"We've been trying to get the market to appreciate the true value of our company in its stock price," Gartzke told the audience gathered for Allete's annual shareholder meeting at the Duluth Entertainment Convention Center.

While Gartzke's goal has met with broad acceptance, not everyone agrees on how to attain it.
