May 7--DENVER--A federal government witness testified Tuesday that the voting strength of Hispanics in Alamosa County is diluted by the system used to elect county commissioners.
Professor Richard Engstrom testified on the opening day of a U.S. District Court trial in which the Justice Department wants Judge Marcia Krieger to overturn the county's system.
The method allegedly violates the Voting Rights Act of 1965, which requires that elections be open to participation regardless of voters' race or color.
