SACRAMENTO, CA--California Assembly Bill (AB 117), enacted Jan. 1, 2003, allows cities and counties to aggregate local electrical load and to supply power to the city and/or county electric consumers, and San Francisco's Local Agency Formation Commission (LAFCO) is planning to be one of the first to take advantage of the new law.
