WASHINGTON _ Democrats upped the ante on homeland security Tuesday, calling for double the $4.2 billion President Bush asked from Congress in his emergency war budget.
Republicans called the idea wasteful, unaffordable and a political ploy. Democrats accused the president of ignoring the pleas of cash-strapped governors and mayors _ carefully couching their attacks with pledges of support for the troops and the war effort, and near-unquestioning vows to send Bush whatever funding he seeks for the military.
