Although the Federal Energy Regulatory Commission (FERC) has taken a step back from the landmark standard market design (SMD) proposal it issued in July, Chairman Pat Wood III has made it clear he will fight to the end.
Faced with strong opposition from many state utility regulators and from legislators on both sides of the aisle, FERC will be more flexible in implementing its plan to standardize wholesale electricity markets across the country.
