RICHMOND, VA--Plans to reorganize the nation's electricity markets by having utilities join regional transmission organizations (RTOs) have encountered opposition, particularly in the Southeast and Northwest.
Virginia lawmaker Sen. John Watkins (R-Chesterfield) recently warned American Electric Power Co. and Dominion Virginia Power that if they join the PJM Interconnection without getting state approval first, they will be in violation of Virginia's electric deregulation law, the Richmond Times-Dispatch reported.
