Instead of a refund, a Federal Energy Regulatory Commission (FERC) administrative law judge on December 13 handed California a bill for $1.2 billion.
Despite California's claim that it was owed $8.9 billion as a result of overcharges by electricity suppliers, the judge concluded that consumers deserved a refund of only $1.8 billion, a figure offset by the $3 billion in unpaid bills to energy suppliers, leaving $1.2 billion still unpaid.
