Apr. 12--SACRAMENTO, Calif.--The state could monitor power plants' operations to make sure they aren't being deliberately pulled offline, according to legislation approved Thursday by the state Senate and sent to Gov. Gray Davis, who has called for tougher plant inspections.
The bill by Sen. John Burton, D-San Francisco, would require the Public Utilities Commission and the managers of the state's electricity grid to set up operating rules for the power plants, then give the PUC new power to enforce those rules, including the right to dispense fines.
