Field Poll: Opposition to term limits measure grows.(Knight Ridder Newspapers)
SACRAMENTO, Calif. _ In the recent history of the California Legislature, there have been few days like Aug. 31, 2000.
Chaos reached new levels that day as bills were lost, secretive amendments were attached to legislation and special interests won last-minute perks while the Legislature raced to adjourn their two-year session before midnight.
It was, many observers said at the time, a vivid illustration of the perils of an inexperienced, term-limited Legislature. And yet, those same inexperienced lawmakers just a few weeks earlier also passed a historic expansion of aid to state college students and the year before approved sweeping education, gun control and worker protection laws.
The contradiction illustrates the difficulty of assessing the effect of term limits and may help explain why the campaign to loosen California's limits seems to be flagging.
