TUCSON, Arizona _ For years, Hispanics immigrants have been changing Arizona and the burgeoning Southwest. Now Hispanics are poised to change the political makeup of the U.S. House of Representatives and national politics.

Democrats need six more seats to claim control of the House _ and with it, the power to modify President Bush's Republican agenda for the nation. They believe they can find many of the victories they need this November in the Southwest, a region historically more hospitable to Republicans, particularly in Arizona, Nevada, Colorado and New Mexico.

Democrats base their hopes on the surging population of Democratic-leaning Hispanics, and also on the growth of suburbs, where more moderate voters may respond to their message, and on local environmental issues, such as Bush's plan to store the nation's nuclear waste in Nevada.

"The Southwest and the Mountain West have been growing rapidly, and there are larger numbers of Democrats and independents there than people think," said Jenny Backus, a spokeswoman for the Democratic Congressional Campaign ...
