NORFOLK, Va. _ Incinerating hazardous waste from anthrax cleanups at a Norfolk disposal plant poses little risk to surrounding residents, health experts say.

A study two years ago by a national health panel found little evidence that medical-waste incinerators like the one in Norfolk affect the health of people who live nearby.

Donald R. Mattison, former dean of the University of Pittsburgh Graduate School of Public Health, led the national committee that reached that conclusion. He said there is no reason to think neighbors of Norfolk's incinerator will become sick from the anthrax burning.

"I would say that the likelihood of risk is extremely small," Mattison said in a recent interview.

The safety issue arose last month when state regulators announced that some waste material from anthrax cleanups in New York and Washington was being burned at the Norfolk plant. Residents in the nearby Berkley and Campostella neighborhoods expressed alarm at not being notified, and worried about their personal safety.
