MISS CONGENIALITY 2{ stars (Warner, `00) 109 mins. Sandra Bullock, Michael Caine, Benjamin Bratt, William Shatner, Candice Bergen. An ugly-duckling FBI agent (Bullock) transforms into a pageant contestant when the bureau needs an undercover agent to ferret out a bomb. Many pratfalls, a few laugh-out-loud moments, and a deep though affectionate understanding of pageant superficiality. PG-13 (violence, profanity, candor) DVD available. ALL THE PRETTY HORSES 2{ stars (Columbia Tristar, `00) 112 mins. Matt Damon, Henry Thomas, Penelope Cruz, Lucas Black. Billy Bob Thornton's pokey adaptation of the Cormac McCarthy novel stars Damon as a Texas rancher riding the range in Mexico, and getting into heaps of trouble and love with the ridiculously radiant Cruz. It's beautiful to look at, in a Marlboro Country kind of way, but there's not much at its core. R (violence, torture, sexual situations, profanity) DVD available.
