The EPA is listing two types of chlorinated aliphatics waste as hazardous under the Resource Conservation and Recovery Act (RCRA). Beginning May 7, the wastes will be subject to emergency notification requirements for releases of hazardous substances to the environment.

The two types of waste streams EPA is listing are wastewater treatment sludges from the production of ethylene dichioride (EDC) or vinyl chloride monomer (VCM) and wastewater treatment sludges from the production of vinyl chloride monomer using mercuric chloride catalyst in an acetylene-based process. …
