Mar. 24--KC MAN STARTS TELEPHONE COMPANY: For some time, David Scott has been itching to take on Goliath -- in this case, local telephone giant Southwestern Bell -- by starting a competing telephone company.

When Scott left Sprint Corp. in 1993 to join Kansas City FiberNet, the fledgling telephone company had two employees and one cubicle.

Under his management, FiberNet grew to operate the second-largest fiber optic network in Kansas City. Its owners, however, were reluctant to invest the money to become a full-fledged competitor of Southwestern Bell.
