Sep. 16--McClellan Air Force Base is expected to take another step today toward local ownership.

The Sacramento County Board of Supervisors is expected to approve a set of agreements that would transfer a broad array of base-management responsibilities from the Air Force to a Boeing Co. subsidiary.

Rob Leonard, the county's executive director of military base conversion, called the agreements a necessary step in turning McClellan into a commercial enterprise. The Air Force is leaving McClellan in four years.

"What we're starting to do is make McClellan look more like an industrial park," he said.
