FORT LAUDERDALE, Fla.--Jun. 23--Aerospace and technology titan Lockheed Martin and a team of 13 influential Broward social service agencies applied Friday to run the program that will try to push the county's neediest people from welfare to work.

Lockheed's 1,000-page-plus proposal will compete with 46 other bids for $7.7 million in federal block grant money designated for Broward County.

The WAGES Coalition, which allocates the money, must select agencies to provide services in 13 areas, including pregnancy prevention, job training, child care, substance abuse treatment, transportation, case management and evaluation. Lockheed's proposal covers …
