    WASHINGTON _ There's a war being waged at The Wall. 
    The enemy? Groups that sell $8 T-shirts, $5 posters, $2 bumper stickers and other merchandise from a half-dozen ramshackle booths clustered between the Vietnam Veterans Memorial and the Lincoln Memorial. 
    The National Park Service says the stalls ``have created a flea-market atmosphere on park land'' near the National Mall's reflecting pool. The park service is proposing a ban on future sales of anything but written materials. 
    The vendors _ registered non-profit corporations with titles like Warriors Inc. _ maintain they are within the scope of a law that allows political demonstrations on federal park land, as well as sales of memorabilia…
