    WASHINGTON _ The World Bank approved Thursday a $918 million loan package, calling it ``a major step in solving some of Mexico's most serious environmental problems, especially along the U.S. border.'' 
    The loans, the bank said, will be matched by $1 billion in Mexican government financing for projects totaling close to $1.9 billion. 
    Yet further financing will follow, the bank said. It plans to approve as much as $1.8 billion over the next three years for Mexican environmental purposes, mainly for water treatment and sanitation, solid-waste management, air quality and urban transport.
