GENEVA _ U.S. Labor Secretary Robert B. Reich Thursday proposed a ``core list'' of international labor standards and laid out an arsenal of measures that can be used against those who do not adhere to those standards.
The measures include targeted trade sanctions and the denial of grants and loans normally used for economic development programs.
Among less-stringent measures, he said a monitoring system that would, for example, highlight abuses in certain countries could be put in place to help to curb such practices.
He suggested that increased technical assistance could be used as a carrot for countries that rein in labor abuses.
