Calif. May OK User Carriage

The California Public Utilities Commission (CPUC) has begun proceedings to allow, for the first time, contract carriage of natural gas in the state of California.

Industrial users began campaigning for contract carriage last summer, but CPUC staff specialists were reluctant to endorse the idea. They worried that letting large users buy their own gas for transport-fee shipment might hurt small users dependent on supplies purchased by local utilities.

The CPUC now plans to issue a draft regulation on contract carriage Oct. 17. The agency's president, Donald Vial, disclosed this last week.
