In a normal year, the bulk of new teachers hired by the Clark County School District enter the classroom with permanent contracts and completed background checks.
This year, the school district's hiring has ground to a halt because of legislative inaction on the state's education budget for 2003-05 and the tax increases needed to fund it.
When the district resumes hiring, most new teachers will start their jobs while the district awaits the results of a security check run through the databases of the Federal Bureau of Investigation.
