Short text messages sent from one EU country to another cost no more than 11 eurocents (excluding VAT) from 1 July, to the delight of consumers. The new rates reduce by half the present European average of 28 eurocents. The European consumers' lobby, BEUC, has now called on the EU to regulate within two years the retail prices charged for roaming data downloads if the industry fails to lower prices voluntarily.
The European Commission welcomes its victory on roaming, the extra charges imposed on mobile phone use outside the user's state of residence. Just two years after setting a ceiling on the prices of voice calls made and received, the EU executive has pushed through a second regulation. Not only does it cap SMS prices, but it also lengthens the decreasing ceiling on call prices up to 2012.
