In a July 8 voice vote, the House Appropriations Labor-HHS-Education Subcommittee approved $142.5 billion in fiscal year 2005 discretionary spending for the three departments.

The amount is slightly above the president's budget request of $142.3 billion and would increase spending by about 2 percent from FY 2004's level of $139.4 billion. When mandatory entitlement spending is added, the FY 2005 total is $492.3 billion.
