Drugmaker discounts that "wrap around" the Medicare-endorsed discount cards are a large part of what makes the cards such a good deal for low-income beneficiaries. But they can also make it extremely difficult for beneficiaries to determine which card is the best one for them.
So said Joseph Antos, the Wilson H. Taylor Scholar in Health Care and Retirement Policy at the American Enterprise Institute, at a June 30 AEI forum.
For higher-income beneficiaries, who don't qualify for the wrap-around benefits or the $600 in annual transitional assistance available through the card program, the available savings are lower but the choice much easier. This group is likely...
