I was glad to see the guest editorial by Dr. Jeffrey D. Sachs ("Third World Diseases," May 1, 2004, p. 6).
I agree that it is up to developed countries to initiate action in these health care disaster zones of Africa and elsewhere, but anything that we do is simply crisis management unless we make demands on those receiving our help. The following short list is an example of some of the questions that should be asked and answered (in the affirmative) before we commit ourselves to giving away such huge sums of money:
* Will the money go only to the purpose for which it was given?
* Will the contributing nations' generosity be publicly acknowledged?
* Will the governments in the recipient countries ...
