Legislation that, for the first time, would require fuel surcharges to be passed through to owner-operators and other drivers has won final approval in Congress.
The scope of the legislation is limited N it applies only to surcharges on shipments moved under Defense Department freight contracts. But it could give a push to broader fuel surcharge bills now in both chambers of Congress.
