European gaming deadlock: an end in sight?(European Union)(Brief article)
The first signs that there could be grounds for a common approach to regulating the European Union's gambling sector have been revealed in a draft EU document which showed in a surprise shift in member states' thinking after years of deadlock.
Reuters reported that Charlie McCreevy, EU internal market commissioner has repeatedly said he will not propose common EU rules on gambling as no consensus existed among the bloc's states to adopt it. But the European Court of Justice has ruled several times that restrictions on gaming must be non-discriminatory and proportionate, and McCreevy has launched legal actions against most EU states to uphold these rulings. France, which currently holds the EU presidency, initiated a discussion among member states in July and the draft document this has led to found there were "already grounds for seeking a common approach".
