On October 28, as the Treasury Department announced a series of steps to begin delivering infusions of a $250 billion government bank-recapitalization plan, White House spokeswoman Dana Perino made clear the intent was to get the nation's banks to lend more money. "What we're trying to do is get banks to do what they are supposed to do, which is support the system that we have in America. And banks exist to lend money," said Perino. "So we think that one of the things that we have to do is help recapitalize them so that they have a capital base, so that they are willing to lend money."
