Yes. Over-the-counter topical creams with the pepper-plant extract capsaicin can relieve minor aches and pains caused by back problems, osteoarthritis, and rheumatoid arthritis. There's also good evidence to support the use of prescription topicals that contain the nonsteroidal anti-inflammatory diclofenac for osteoarthritis. Topicals might work better for osteoarthritis in the hands or knees than in the hips, where the joint is deeper.
