Chronically Ill Minority Patients Most Likely To Skimp On Prescriptions. Working-age African Americans and Latinos with chronic health conditions are much more likely to report not filling prescriptions because of cost than working-age whites, according to a new analysis by the Center for Studying Health System Change (HSC).
