In March and April 2008, Berdimuhamedov issued a series of directives to reform the country's educational system which his predecessor had turned to his own way of thinking and limited to what he wanted the Turkmen to learn. He ordered measures to reform the healthcare system, which Niyazov had practically destroyed, and open the information sector. He introduced the Internet for the first time, though only for government officials and foreigners. He allowed Turkmens to travel outside the country, for the first time for many people since the early 1990s.
