A total of 68,000 Sheffield residents have been using Council smartcards in libraries and leisure facilities since 2004.In the past, the Council has handled the issuing and administration of the cards and answered users' queries.Now, that is being taken over by the European Centre of Excellence for Automatic Identification and Data Capture, which was set up by regional development agency Yorkshire Forward.
