German telecom regulator BNA has submitted its proposal for local loop acces regulation to the European Commission and the national regulatory authorities of the other EU Member States. The draft market definition and market analysis reflect the determinations of BNA and conclude that Deutsche Telekom continues to have SMP with respect of the local loop. The regulatory order provides for the existing obligations on access to the local loop to be maintained.
