The present healthcare system perpetuates the chronic indebtedness of public hospitals and clinics. This situation results from the fact that the debts incurred by the hospitals are repaid by the local authorities or the state. The sector's debts were already repaid several times by the authorities but always grew back; at present, they amount to around ZL9bn, and both the ruling camp and the opposition agree that the situation requires changes.
