Hull Kr will look to open negotiations with a number of key targets this week - with Hull FC prop Scott Wheeldon top of the list.
Rovers coach Justin Morgan is looking to add strength to his squad in 2009, and will want to be quick off the mark with the anti-tampering deadline now expired.
Wheeldon looks set to be the latest Hull FC player to make the switch from west to east, having missed out on a place in Saturday's Challenge Cup final. There has been no progress on a new contract at the KC Stadium.
Morgan and Rovers have refused to comment on speculation linking them with Wheeldon.
But a deal looks increasingly likely to happen, and the prop's move will add further spice ahead of the final derby of the season at Craven Park on Sunday.
Wheeldon has scored four tries in 57 games for FC, two of which came in derbies. He will follow in the footsteps of Chris Chester, Paul Cooke and Shaun Briscoe in crossing the city in recent years.
