The article on the recent General Accounting Office report failed to provide a sufficient critical analysis of the government's findings ("Malpractice Woes Haven't Cut Access,'" Oct. 15, 2003, p. 1).
The report was the result of a fairly superficial review of the practices of a limited number of physicians in five problem states. No attention was paid to the effect of rising malpractice premiums in those states on the cost or quality of health care. Physicians with longstanding relationships to communities are reluctant to leave, even in the face of economic stress brought by rising premiums.
