A double-edged sword

While MPs might be fuming that the public can now see a detailed checklist of their expense claims, few people outside the Palace of Westminster will see it as anything other than a victory for common sense and democracy. As with any good piece of legislation, there are checks and balances but the courts have ruled that these checks should only be used to stop the publication of information where there is extremely good reason. Any other decision really would have made a mockery of the Freedom of Information (FoI) Act.

But we are still way behind the US both in how public bodies disseminate freedom of information and how users exercise their rights. At the same time as the court case was going on, the government was producing guidance for public authorities on how to handle information requests, offering best practice advice on responding to requests for information. Its guidance should help ensure that requests for information are handled consistently by the public sector.
