SAMANTHA CANNON, 18, ROBERT D. EDGREN HIGH SCHOOL, MISAWA CITY, JAPAN
With both parents employed by the U.S. Department of Defense, Samantha Cannon spent high school on the Misawa Air Base in Misawa City, Japan. In the fall of 2007, the student council vice president decided to start a gay-straight alliance--not because she's gay but because she noticed the military's "don't ask, don't tell" policy makes LGBT students uncomfortable being out at a school on an Air Force base.
