WASHINGTON -- The major employment and job training initiatives of the Bush administration have not proved their worth, according to two federal investigations.
Two separate government reports, one from the Department of Labor's Office of Inspector General, the second from the Government Accountability Office, said the programs are flawed because the Employment and Training Administration has not developed assessment tools or integrated its programs into an overall plan.
Since 2001, the Labor Department has spent almost $900 million on three programs, the High Growth Job Training Initiative, Community-Based Job Training Initiative and Workforce Innovation in Regional Economic Development (WIRED).
